Article 153. Compensation payments for water pollution

Compensation payments for water pollution are based on the “polluter pays” principle, according to which the costs associated with measures for the elimination, restriction, and reduction of pollution are covered by the subject of the compensation payments.

The object of compensation payments is the mass of pollutants discharged into water objects and onto the terrain within the norm and in excess of the norm, accidentally, and in a single discharge.

Legal entities and individuals who discharge pollutants into water objects and onto the terrain are the subjects of compensation payments. The calculation of compensation payments, the procedure for making payments, and the use of the funds received are carried out in the manner prescribed by the legislation.
