Water Code of the Republic of Uzbekistan · Date: 30.07.2025 · In force
Water supply services and other water management services related to the operation, maintenance and servicing of water management facilities shall be provided on a fee-paying basis.
The fee for water supply shall be intended to cover the costs incurred by the water supply organization, including operating and administrative expenses, expenditures for the future modernization of water supply infrastructure, as well as to ensure the profitability of the water supply organization.
Payment for water supply services may be made from the State Budget, as well as through a cross-subsidization mechanism.
In such cases, the cost of water supply shall be the same for all water users within a single hydrographic zone.
The basic tariff rates for water supply services and other water management services shall be approved by the Ministry of Water Resources of the Republic of Uzbekistan and the Ministry of Economy and Finance of the Republic of Uzbekistan, taking into account:
the need to promote water conservation and link tariffs to the volume of water supplied;
the level of water availability within the relevant hydrographic zone;
differences in the cost of water supply for water users in different territories and the equalization of tariffs for water users within the same territory;
the priority directions of the State's socio-economic policy.
The procedure and conditions for charging fees for water supply services and other water management services shall be determined by agreements concluded between water supply organizations and water users.
The fee for water supply may be included, in whole or in part, in the tax on the use of water resources.
Where the fee for water supply is included in the tax on the use of water resources, the relevant portion shall be collected either by the water supply organization or by the tax authorities.
