Article 154. Public-private partnership and outsourcing in water management
Water Code of the Republic of Uzbekistan · Date: 30.07.2025 · In force
Public-private partnerships in water management are carried out in accordance with the Law of the Republic of Uzbekistan “On public-private partnership.”
The principles of public-private partnership provide for long-term contractual partnership relations between state organizations of the water management system and the private sector, which are aimed at the development, implementation, and financing of water management infrastructure projects managed by the state sector and financed at the expense of the State Budget.
The following may be outsourced (with the possibility of transferring the property of the service organizations for temporary, permanent, and other forms of management):
the use and technical maintenance of water management objects;
other services for the maintenance of water management objects.
The outsourcing of water management objects and services, as well as public-private partnerships, are carried out only on a competitive (tender) basis according to transparent procedures.
When water management objects are transferred on the basis of a public-private partnership agreement, the private partners who have taken over the management of these water objects must, in their service zone:
independently manage all operating water management objects;
supply water to water users in the prescribed manner within the framework of the water intake limit and the contractual obligations of the water supply organizations to the water users;
ensure that complete accounting and reporting on water are maintained and introduce an automated system into these processes;
ensure the phased modernization of all water management objects in their service zone.
