Article 6. Registration center

The registration center is a legal entity registered in special authorized body and carrying out the tasks envisaged by this Law.

Registration center:

creates closed and open keys of digital signatures;

ensures the secure of closed key of electronic digital signature;

runs the register of certificates of electronic digital signature keys, ensures its timely updating and its free access to legal and physical persons;

issue certificates of electronic digital signature keys to legal entities and physical persons in the form of electronic documents and paper documents;

suspends and restores the validity of the certificates of electronic digital signature keys and also abolishes them;

provides to present copies of certificates of electronic digital signature keys to legal entities and individuals upon their request, as well as free access to information on suspended and abolished certificates of electronic digital signature key;

confirms the authenticity of electronic digital signature in electronic documents at the request of legal entities and individuals;

confirms copies of electronic documents on electronic digital signature paper;

informs the owner of the closed electronic signature about the possibility of influence to further use of certificate of electronic digital signature key;

provides the possibility of teaching the owners of closed key of electronic digital signature signatures on the usage rules from electronic digital signature.

The relations between the registration centers and legal entities and individuals is contractual.

It is forbidden for the registration center to keep the closed keys of the electronic digital signature created for legal entities and individuals and to request information that does not meet the purpose of issuing the certificate of electronic digital signature key.

Persons possessing the certificate of electronic digital signature key issued by the registration center under the State tax committee of the Republic of Uzbekistan can freely use all kinds of services provided by state and economic management bodies, local authorities and commercial banks.

The procedure of the registration centers shall be determined by the Cabinet of Ministers of the Republic of Uzbekistan.
