Guardianship and trusteeship shall be established by a decision of the khokim of the district or city.
Guardianship or guardianship is established at the place of registration at the place of permanent residence or temporary stay of the person in need of establishing guardianship or guardianship over him, and if the person does not have a specific place of residence — at the place of registration at the place of permanent residence or temporary stay of the guardian or trustee.
