An executive act of an administrative body shall be adopted only in writing and must be sent within one working day to the addressee, as well as to the person requiring the enforcement of the administrative act, for the purpose of notification in the manner prescribed by Article 33 of this Law.
In enforcement proceedings, the obligated person is the addressee in respect of whom an enforcement act has been adopted for non-performance or improper performance of his/her duties under an administrative act, and the exactor is the person in whose favor or in whose interests the enforcement act has been adopted.
