An executive act shall be enforced not earlier than five days after the obligated person is duly notified of its adoption, unless otherwise provided by law. If it is impossible to properly notify the obligated person, the enforcement act enters into force and is enforced after five days from the date of registration of the fact of the impossibility of proper notification.
