Article 17. Powers of the Governing Council

The Governing Council shall have the following powers:

the adoption of resolutions on the matters provided for by this Constitutional Law;

determining the procedure for the consideration of offences provided for by this Constitutional Law, the giving of a legal assessment thereof, and the application of economic or civil-law measures, or regulatory or administrative measures of influence;

the determination of the structure of the bodies of the Center;

the creation of other bodies for the achievement of the goals of this Constitutional Law, the determination of their form, powers and functions, as well as their liquidation and reorganisation;

the granting to participants of the Center of additional incentives and preferences, as well as the determination of the areas applied within the framework of the special legal regime, the conditions of their operation and the procedure for their extension and revocation;

interaction with state bodies;

the creation and liquidation of commissions and working groups;

the repeal of resolutions of the Administration of the Center;

the resolution of other matters concerning the activity of the Center.
