State accounting of water consists of determining the quantity and quality of surface and underground waters, as well as sewage, in a given territory for current and future planning of water use and conservation, and for public information. State accounting and use of water are carried out for the following purposes:
determining the quantitative and qualitative composition of the water that constitutes the state water fund;
compiling a water management balance;
collecting and updating information on water use for the needs of the population and sectors of the economy;
defining the tax base for the use of water resources and for water management services provided.
Water resources must be regularly accounted for in terms of their qualitative and quantitative composition with standard hydrometric instruments, processed with standard methods, and evaluated in annual and long-term calculations of basins (territories).
The accounting of the number and condition of water objects is carried out using cartographic, hydrogeological, and geodesic methods, based on the volumes, condition, and degree of study of these objects and using geo-information technologies.
State accounting of water in the Republic of Uzbekistan is carried out according to a single system and is based on accounting data on the use of surface and underground waters, as well as data from state monitoring of water and water objects for the purpose of informing water users. Surface and underground waters are accounted for within administrative and hydrographic boundaries, as well as within the boundaries of water users.
