The basis for initiating administrative proceedings is an application (complaint) of an interested person or an initiative of an administrative body.
Administrative proceedings are considered started from the moment of registration of the application with the administrative body.
If the basis for the commencement of administrative proceedings is the initiative of an administrative body, the administrative proceedings shall be considered initiated from the moment of proper notification of the addressee.
