Article 22. Participants in administrative proceedings

Participants in administrative proceedings are:
administrative body;
the person to whom the adopted administrative act or administrative action is addressed (hereinafter referred to as the addressee);
a person whose rights and legitimate interests are affected or may be affected by an administrative act or administrative action (hereinafter referred to as a third party).
The administrative body may invite third parties to participate in administrative proceedings on its own initiative or at the request of an interested person.
In cases provided for by law, third parties are involved in administrative proceedings without fail.
