Article 1382. Equalizing interbudgetary transfers

Equalizing inter-budgetary transfers are provided on an irrevocable basis to cover the expenses of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, budgets of state trust funds in excess of the revenue forecasts of these budgets.

The amounts of equalizing interbudgetary transfers are determined from:

the republican budget of the Republic of Uzbekistan, the budget of the Republic of Karakalpakstan, the local budgets of the regions and the city of Tashkent — when adopting the draft Law on the State Budget;

the republican budget of the Republic of Karakalpakstan, regional budgets of regions and the city budget of Tashkent to the budgets of districts and cities — when approving decisions on the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent.

Regardless of the fulfillment of revenue forecasts for lower budgets, it is not allowed to reduce the size of equalizing interbudgetary transfers allocated to the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent from the republican budget of the Republic of Uzbekistan, as well as allocated to the budgets of districts and cities from the republican budget of the Republic of Karakalpakstan, regional budgets of regions and the city budget of the city of Tashkent, in accordance with the Law on the State Budget.
