Article 148. The protection of the rights and interests of children left without parental care

Protection of the rights and interests of children in cases of the death of parents, deprivation of parental rights, restriction of parental rights, recognition of parents as incapable, illness of parents, long-term absence of parents, evasion of parents from bringing up children or from protecting their rights and interests, including refusal of parents to take their children from educational institutions, medical institutions, social protection institutions, and other similar institutions, as well as in other cases of lack of parental care shall be the responsibility of guardianship and trusteeship authorities.
