Having acknowledged that the property (item) does not have an owner, or the owner is unknown, or it left by the owner without the intention to preserve the right of ownership of it, the court shall render a decision to recognize the property (item) as ownerless and to transfer it into the ownership of the State or into the ownership of the citizens' self-governance body.
