Article 31. Audit of traffic-organization projects
On road traffic (LRU-900-son) · Date: 19.01.2024 · In force
Traffic-organization projects shall undergo an audit for compliance with road traffic safety requirements.
The audit may be carried out by specially authorized state bodies independently or, on a contractual basis, by engaging a business entity entitled to conduct such audits.
The audit is conducted at the following stages:
justification (planning);
preliminary (concept) design;
detailed design;
before commissioning the road;
after the road has been commissioned.
Depending on the stage, the audit is classified as:
safety audit of road construction or reconstruction;
safety audit of an operating road;
safety audit of road facilities intended for specific purposes.
The audit aims to:
minimize, as far as possible, the likelihood of road-traffic accidents during operation of the facility;
apply effective solutions to reduce, as far as possible, the consequences of potential accidents on road sections where risks cannot be entirely eliminated;
reduce costs of correcting deficiencies during operation by identifying and eliminating shortcomings at the design and construction stages.
Recommendations prepared following the audit shall, at the relevant stage, be submitted to the client and the performers (planning organization, design organization, contractor, operating organization) for consideration.
Based on the audit results, a conclusion shall be drawn indicating whether the traffic-organization project complies with or does not comply with legislative requirements.
If non-compliance is identified, the project shall be amended accordingly.
