On road traffic (LRU-900-son) · Date: 19.01.2024 · In force
The principal indicators of road traffic organisation shall be used by local executive authorities and authorised state bodies in the installation of technical traffic management devices, the monitoring of road traffic, the determination of road capacity, and the restriction or prohibition of the movement of vehicles.
Key indicators of traffic organization include:
indicators describing traffic: road capacity, traffic intensity, composition of the traffic flow, average vehicle speed, average number of vehicles per kilometer of road (traffic density);
transport-operational indicators of the road: provision of the prescribed speed of movement, road capacity, degree of traffic loading, continuity and comfort of movement, throughput by axle load and load-carrying capacity or total load capacity depending on road category;
geometric and physical indicators of the road: width of the carriageway and strengthened shoulder, magnitude of longitudinal grades, radii of vertical and horizontal curves, slopes of embankment side slopes on bends, sight distances, dimensions and load-carrying capacity of bridges, interchanges and other artificial road structures, condition of engineering structures and road elements, width of the carriageway and roadside pavements, strength, variability, adhesion and condition of the embankment, condition and serviceability of the hydro-isolation system;
indicators characterizing time losses (delays) of road users during movement and the number of congestion points;
indicators characterizing road traffic safety: number of road traffic accidents, number of persons injured and killed as a result of accidents, accident hotspots, as well as the number of administrative offenses related to violations of the Rules of the Road.
