S — area of the land plot, sq. m;
T — category coefficient of the territory: a multiplier of 25 for districts and cities in Category 1, 20 for Category 2, 15 for Category 3, 10 for Category 4, and 5 for Category 5;
B — the land tax rate for 1 sq. meter of land for legal entities, in UZS (taking into account the decreasing and increasing coefficients established by the resolutions of the Jokargy Kenes of the Republic of Karakalpakstan and the regional, Tashkent city, district, and city Kengashes of People's Deputies in accordance with the Tax Code);
G — a decreasing or increasing coefficient from 0.5 to 3, established by resolutions of the Chairman of the Council of Ministers of the Republic of Karakalpakstan and the khokims of the regions and Tashkent city, coordinating with the cost of creating connection points to engineering and communication networks that exist or are planned to be built from centralized sources in the area (micro-district, massif, mahalla, small industrial, youth industrial, and entrepreneurship zones);
F — increasing and decreasing coefficient based on the primary type of permitted land use;
M — decreasing coefficient based on the area of the land plot;
E — costs for the preparation of land selection materials and the state registration of rights to the land plot, in UZS.
In cases where relevant resolutions regarding coefficients G and F have not been adopted or specified, a coefficient of 1.0 shall be applied until such a resolution is adopted or specified.
The land tax rate per 1 sq. meter is generated automatically in the “Yerelektron” AIS based on data provided through direct integration from the land tax accounting information database of the Tax Committee of the Republic of Uzbekistan.
Section 2. Procedure for providing and updating coordinates of territories not provided for entrepreneurial and urban development activities

4. The realization of land plots within a range of up to 0.04 hectares per lot for individual housing construction shall be carried out on the "E-auksion" unified electronic trading platform.
Land plots shall be put up for auction only for settlements provided with urban planning documentation (the master plan of the settlement and the DPL of the relevant part of the settlement).
In the absence of a DPL for parts of the settlement where individual housing construction is envisaged in the master plan of the settlement, the Council of Ministers of the Republic of Karakalpakstan and the khokimiyats of the regions and Tashkent city shall ensure the development and approval of the DPL for the relevant housing estates.
The development of DPLs for individual housing construction shall be financed from the funds of the relevant local budgets of the Republic of Karakalpakstan, regions, and Tashkent city, funds received from the realization of land plots, as well as other sources not prohibited by legislation. Chapter 2. Procedure for the realization of land plots for individual housing construction via auction on the basis of ownership rights
Section 1. Procedure for forming the list of land plots and preparing necessary materials for putting land plots up for auction
8. The district (city) khokimiyat, in accordance with the approved Detailed Planning Layout (DPL), forms an order to formalize a cadastral file for each land plot provided for individual housing construction. The order specifies the conditional boundaries of the land plots and the permitted types of activity. This order is sent electronically to the district (city) branch of the Chamber of State Cadastres (hereinafter — the branch) of the Cadastre Agency under the State Tax Committee.
The conditional boundaries are determined jointly by the district (city) khokimiyat, the district (city) department of construction and housing and communal economy, and the branch.
9. Within fifteen working days after receiving the request from the district (city) khokimiyat, the branch shall:
determine, on the basis of data from the State Register of Rights to Immovable Property, whether the land plot specified in the request is vacant or not;
if the land plot is not vacant, send relevant information to the district (city) khokimiyat and the district (city) department of construction and housing and communal services;
prepare a cadastral dossier for vacant land plots and submit it to the district (city) khokimiyat.
The costs of preparing the cadastral dossier by the branch, as well as the costs of state registration of rights to the land plot by the territorial authority, shall be determined in accordance with the requirements of the Resolution of the Cabinet of Ministers dated July 10, 2014 No. 186 “On improving the procedure for a differentiated approach to pricing of public services in the field of the state cadastre” and shall be covered at the expense of the local budget of the district (city).
10. If a DPL exists for the territory, a topographic map is developed by a design and survey organization.
If no DPL exists for areas designated for housing in the master plan, the khokimiyat must request the regional government to contract a design organization within two working days.
The regional government has fifteen working days to conclude contracts for the development of DPLs and topographic maps.
Once approved, the DPL is sent back to the district khokimiyat within two working days to form the land realization order.
11. Within two working days, the district (city) khokimiyat develops, coordinates, and registers a draft resolution in the "E-qaror" system. It then sends it through the integrated information system to the Regional Department of the Chamber of State Cadastres for the state registration of ownership rights to the land plot.
12. Within two working days, the Regional Department of the Chamber of State Cadastres shall:
verify the consistency of data with the state register;
check for any prohibitions or seizures (attachments) on the land plot;
Register the ownership right in the name of the khokimiyat and enter the following into the "Yerelektron" AIS:
Extract from the register;
Coordinates in the WGS-84 system;
Permitted types of activity for the plot;
Brief information (area in hectares, land category);
Situational scheme showing types of use of neighboring plots;
Digital photographs of objects surrounding the plot from at least two sides.
Each land plot is assigned a unique identification number.
13. Within two working days after registration and data entry into "Yerelektron," the khokimiyat defines existing restrictions on land use and sends electronic requests to utility/engineering network organizations to obtain technical conditions for connection.
14. Utility organizations must send the technical conditions for connection in electronic form back to the khokimiyat within three working days.
No fee is charged for the development and provision of these technical conditions.
15. Within one working day from the date of receipt of the technical conditions for connection to engineering and communication networks, the district (city) khokimiyat shall send the information regarding the land plot, together with the technical conditions, in electronic form via the "Yerelektron" AIS to the regional department of the State Assets Management Agency.
16. Within seven working days, the regional department of the State Assets Management Agency shall:
ensure the organization of work to identify an appraisal organization by selecting the best proposals, conclude a contract with them, and determine the market value of the land plot;
enter the starting value of the land plot into the "Yerelektron" AIS based on the report prepared by the appraisal organization.
In this regard, a uniform starting price may be established for land plots located in a single housing estate that are put up for auction divided into several lots.
17. After the information regarding the market value of the land plots intended for individual housing construction is entered into the "Yerelektron" AIS, the plots shall be automatically put up for auction by the customer.
18. Within two working days, the district (city) khokimiyat and the State Assets Management Agency shall post information about the vacant land plots put up for auction on their official websites and disseminate it through electronic mass media. The Cadastre Agency, from the moment the notification of the auction for land plots is published, shall ensure the possibility for all participants to preview (inspect) said land plots in advance. In the event that an order to put a land plot up for auction is submitted without full information, including photographs, its geolocation, and coordinates, the order shall be returned by the operator for the elimination of deficiencies. The customer shall eliminate all deficiencies noted by the operator within one week and resubmit the electronic order in accordance with the requirements of this clause.
19. The procedure for organizing and conducting electronic online auctions on the "E-auksion" platform shall be carried out in the manner established by a separate resolution of the Cabinet of Ministers. Citizens of the Republic of Uzbekistan have the right to participate in the electronic auction for the privatization of land plots.
Section 2. Procedure for issuing the state warrant and registering ownership rights to the land plot
20. Within one working day from the date of receipt of the protocol on the auction results, the regional department of the State Assets Management Agency shall formalize a state warrant granting ownership rights to the land plot (hereinafter — the state warrant) in the form provided in Appendix No. 2* to these Regulations. The department shall confirm it with an Electronic Digital Signature (EDS) and send it to the auction winner's personal cabinet, as well as to the relevant regional department of the Chamber of State Cadastres via the "Yerelektron" AIS.
* The Appendix No. 2 of the act is given in uzbek.
The state warrant shall serve as the legal basis for registering the land plot under ownership rights in the name of the winner. No state duty is charged for the issuance of the state warrant.
21. The state registration of rights to land plots shall be carried out by the regional department of the Chamber of State Cadastres within two working days from the date of receipt of the state warrant.
An extract from the State Register of Rights to Real Estate confirming the state registration of the ownership right to the land plot shall be sent to the operator via the "Yerelektron" AIS for provision to the auction winner in the prescribed manner.
In this regard, the regional department of the Chamber of State Cadastres shall send information to the state tax service authorities at the location of the land plot in the manner prescribed by legislation.
The expenses of the regional department of the Chamber of State Cadastres for the state registration of ownership rights to the land plot shall be determined in accordance with the requirements of the Resolution of the Cabinet of Ministers No. 186 dated July 10, 2014, "On improving the procedure for a differentiated approach in determining the prices of state services in the field of state cadastre," and shall be covered by the funds received from the sale of the lot.
22. Upon receiving the extract on the state registration of the ownership right to the land plot, the operator shall automatically send it to the winnerʼs personal cabinet.
Section 3. Handing over the land plot
23. On the basis of the state warrant, the Branch, together with the district (city) department of construction and housing and communal economy, shall establish the boundaries of the land plot on-site (in situ) within three working days.
A fee in the amount of two times the base calculating amount (BCA) shall be charged for performing the work of preparing the act on establishing the boundaries of the land plot on-site (in situ) with the entry of the land plot boundaries; this fee shall be covered by the funds received from the sale of the lot.
24. Commencement of construction on the allocated land plot is permitted only after the state registration of the right to the land plot has been completed.
Chapter 3. Distribution of funds received from the auction
25. Within one working day, the Customer shall direct the funds received from the sale of the land plot as follows:
a) In the amount provided for in Clause 20 of these Regulations — to the relevant regional department of the Chamber of State Cadastres, 10 percent of which goes to the special treasury account of the extra-budgetary fund of the Cadastre Agency (4014);
