Article 4. Bodies or Officials Having the Right to Adopt Normative Legal Acts

Bodies or officials having the right to adopt normative legal acts (hereinafter referred to as bodies having the right to adopt normative legal acts) shall be the chambers of the Oliy Majlis of the Republic of Uzbekistan, the President of the Republic Uzbekistan, the Cabinet of Ministers of the Republic of Uzbekistan, ministries, state committees and departments, local government bodies.

Citizens shall have the right to adopt normative legal acts by way of a referendum held in the manner determined by the Law of the Republic of Uzbekistan «On a referendum of the Republic of Uzbekistan».
