On improving positions of the republic of Uzbekistan in international ratings and indices, as well as implementation in government bodies and organizations of new mechanisms of working with them on systematic manner (DP-6003-son)

Reforms aimed at guaranteeing the protection of human rights, raising the standards of living of the population, ensuring freedom of economic activity, improving material and procedural norms in the judicial and legal sphere lead to improvement in our country's indicators in international rankings and indices.

In particular, over the past four years, our country has risen by 52 positions in the Index of Economic Freedom of the Heritage Foundation, by 19 positions — in the Logistics Performance Index, and by 18 positions — in the World Bank's Doing Business ranking.

In the Country risk classification rating of the Organization for Economic Cooperation and Development, Uzbekistan has risen from 6th to 5th group of country risks.

At the same time, due to the fact that some officials are not paying sufficient attention to working with ratings and most of the reforms are not reflected in surveys conducted by international organizations, the positions of the Republic of Uzbekistan in priority international ratings and indices remain low.

In order to improve the investment attractiveness and strengthen the image of our country in the international arena, it is instructed to introduce new mechanisms of working with ratings and indices in government bodies and organizations, as well as implement the tasks specified in the Strategy of actions for five priority areas of development of the Republic of Uzbekistan in 2017 — 2021:

1. To establish the Republican council on international ratings and indices (hereinafter — Council) with the composition as provided in appendix No. 1.

To specify as the key objectives of the Council:

conducting a system analysis of the level of socio-economic, political and legal development of the country, ensuring that the fundamental transformations carried out in various sectors are taken into account in order to improve the positions of our country in international ratings and indices that are priority for the Republic of Uzbekistan, as well as eliminating problems that negatively affect the effectiveness of efforts in this direction;

promoting initiatives aimed at improving the system of state power and public administration, democratization of the society, implementation of reforms in the field of state building and social construction, based on good international practice, in order to improve the positions of our country in international ratings and indices that are priority for the Republic of Uzbekistan;

carrying out a comprehensive assessment of normative-legal acts and their drafts aimed at regulating various spheres of life of the state and society, from the point of view of their impact on the positions of our country in international ratings and indices that are priority for the Republic of Uzbekistan.

To assign the Ministry of Finance and the Ministry of Justice of the Republic of Uzbekistan as working bodies of the Council.

The Council shall establish control over the development and implementation of effective measures to improve the country's positions in international ratings and indices, that are priority for the Republic of Uzbekistan and are assigned to the respective working bodies of the Council, as well as over the implementation of systemic international cooperation in this direction.

To approve the distribution of socio-economic, political and legal ratings and indices between the working bodies of the Council in accordance with appendix No. 2.

2. To establish, that one of the main criteria for assessing the effectiveness of the activities of the first heads of responsible state bodies is the improvement of the positions of our country in international ratings and indices that are priority for the Republic of Uzbekistan.

Approve Key performance indicators with regards to international ratings and indices that are priority for the Republic of Uzbekistan (hereinafter — KPI), in accordance with appendix No. 3.

3. Responsible ministries and agencies, taking into account the time limits and methodology of publishing the ratings and indices, the responsibility for which is assigned to them, as well as in order to achieve KPIs, shall develop and ensure submission for approval to the Council:

within one month ― programs of organizational measures to be implemented in the second half of 2020;

annually by December 1 ― programs of organizational measures to be implemented in the following year.

To provide in these programs for development of practical proposals aimed at reflecting the necessary indicators in next editions of international ratings and indices, as well as mechanisms for mutual cooperation with organizations that publish international ratings and indices together with the sources of information used in their drawing up.

4. To establish the procedure according to which the first heads of responsible state bodies based on the results of each quarter:

by 15th of the following month ― shall submit to the working bodies of the Council information on the reforms being implemented in the country with the necessary statistical data and other materials;

by 30th of the following month ― shall report on the implemented measures to achieve KPIs pertaining to the relevant international ratings and indices at Council meetings held under the leadership of the chairperson or his deputy.

5. To entrust the Commission on coordination of work with priority international ratings and indices, created in accordance with the Decree of the President of the Republic of Uzbekistan of 7 March, 2019, No. DP-5687, with the task of assisting in organizing the activities of the Council and coordinating the work of state bodies responsible for the relevant areas during the periods between Council meetings.

6. Responsible state bodies and research institutes shall regularly submit to the working bodies of the Council information on the work carried out on the relevant international ratings and indices.

7. To approve the Action Plan for reflecting the position of the Republic of Uzbekistan in the Global Competitiveness Index of the World Economic Forum in accordance with the appendix No. 4*.

8. To form within the structure of the central apparatus of the Ministry of Justice of the Republic of Uzbekistan, within the established limits of the number of management personnel and the salary budget of the bodies and institutions of justice, the Department on international ratings and indices, with 6 staffing positions.

The Ministry of Justice of the Republic of Uzbekistan, within one month, is to ensure that this department is staffed with highly qualified specialists.

9. The Ministry of Finance of the Republic of Uzbekistan, together with the interested ministries and agencies, by 1 October, 2020, is to ensure the launch on the Internet of a Single portal "The Republic of Uzbekistan in international ratings" (hereinafter — Portal).

To assign to the working bodies of the Council, together with the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, the responsibility for uninterrupted operation and timely update of this portal.

10. The Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan, together with the responsible state bodies, are to carry out, on a continuous basis, large-scale advocacy work in order to highlight the essence and content of state policies calling for reforms and transformations in the life of the state and society, which are assessed under international ratings, indices and their structural indicators, as well as establish the public control in this area.

11. To introduce amendments and additions to some acts of the President of the Republic of Uzbekistan in accordance with appendix No. 5.

12. Oversight over implementation of this Decree shall be entrusted to Prime Minister of the Republic of Uzbekistan, A.N. Aripov, Head of Administration of the President of the Republic of Uzbekistan, Z.Sh. Nizomiddinov, and Deputy Prime Minister of the Republic of Uzbekistan, D.A. Kuchkarova.

Notes:

1. In the event of changes in the methodology of international ratings and indices, the appendix shall be amended accordingly, providing for the redistribution of "KPIs" on their structural indicators to the responsible government agencies.

2. “KPIs” on “Global Competitiveness”, “Competitive Industrial Productivity”, “Global Innovations”, “Index of Foreign Investment Regulation Restrictions” and “Budget Transparency” are determined after reflecting the role of the Republic of Uzbekistan.

3. After the introduction of the practice of conducting statistical data on each component of the "KPIs" on "Sustainable Development Goals" in the country (but not later than December 1, 2020), relevant amendments and additions will be made to this appendix.

4. Priority international rankings and indices for 2023 "KPI" will be developed by the responsible government agencies no later than December 1, 2020 and will be supplemented in the prescribed manner in this appendix. Thus, by December 1 of the following years, the “KPIs” for the next 3 years will be updated and added to achieve the relevant target for 2030.

5. "KPIs" are calculated in accordance with the calendar years.

sub-item "а" shall be revised to read:

"а) Commission, within the framework of improving the positions of the Republic of Uzbekistan in international ratings and indices:

shall assist in organizing the activities of the Republican council on international ratings and indices (hereinafter — Council);

shall coordinate the activities of responsible ministries and agencies aimed at achieving targeted indicators during the periods between meetings of the Council;

shall adopt appropriate decisions and ensure their quality and full implementation by ministries and agencies, review their monthly reports;

shall submit periodic progress reports to the secretariat of the Council";

paragraph one of sub-item "b" after the words "deputy minister of finance" shall be supplemented with the words "together with the relevant deputy minister of justice";

3. In the resolution of the President of the Republic of Uzbekistan of 13 April, 2018, No. RP-3666 "On organizational measures to further improve the activities of the Ministry of Justice of the Republic of Uzbekistan":

а) item 1 shall be supplemented by the paragraph to read as follows:

"adoption of systemic and consistent measures to improve the positions of the Republic of Uzbekistan in international ratings and indices in the political and legal sphere";

b) in paragraph four of item 3 the number "178" shall be replaced with number "184";

v) in appendix No. 1:

item 9 shall be supplemented by the paragraph to read as follows:

item 10 shall be supplemented by sub-item 19 to read as follows:

"19) in the field of adopting systemic and consistent measures to improve the positions of the Republic of Uzbekistan in international ratings and indices in the political and legal sphere:

shall analyze the assessments and data on the Republic of Uzbekistan in international ratings and indices in the political and legal sphere;

shall carry out coordination, methodological guidance and monitoring of the development of proposals by state bodies, organizations and research institutes on the comprehensive study and elimination of factors and problems that influenced the assessments of the Republic of Uzbekistan in international ratings and indices in the political and legal sphere;

shall evaluate normative-legal acts aimed at the implementation of reforms in areas that are assessed under international ratings and indices in terms of their potential impact on the positions of the Republic of Uzbekistan in international ratings and indices in the political and legal sphere, taking into account their methodology;

shall establish contacts and cooperate with international and foreign organizations that draw up international ratings and indices in the political and legal sphere;

shall carry out coordination, methodological guidance and monitoring of the activities of state bodies and organizations on informing international and foreign organizations that draw up international ratings and indices in the political and legal sphere about the reforms being implemented in Uzbekistan in relevant areas and about their results";

g) in appendix No. 3:

after section "Department for legal protection of the Republic of Uzbekistan in international and foreign organizations — 7" the section "Department on international ratings and indices — 6" shall be added:

In note the number "178" shall be replaced with the number "184".

4. In item 5 of the resolution of the President of the Republic of Uzbekistan of 5 February, 2019, No. RP-4160 "On additional measures to improve the rating of the Republic of Uzbekistan in the annual report of the World Bank and the International Finance Corporation "Doing Business":

paragraph two shall be removed;

paragraph three shall be paragraph two.

5. In appendix to the resolution of the President of the Republic of Uzbekistan of 25 February, 2019, No. RP-4210 "On measures to improve the positions of the Republic of Uzbekistan in international ratings and indices":

position 2 shall be revised to read:
