of the Cabinet of Ministers of the Republic of Uzbekistan

In order to improve the efficiency of attracting direct foreign investment in the infrastructural development of the city of Tashkent, wide inform foreign investors about the opportunities and potential of the capital, increase liable khokimiyats of districts for the creation of favorable conditions for attracting foreign investments and realization of investment projects, the Cabinet of Ministers decides:

1. To identify the following main tasks of heads of khokimiyats of Tashkent city, regions and organs of state governance in matters of attraction of direct foreign investments:

improving the investment climate for doing business in Tashkent city;

the creation of infrastructure for the development of high-tech and knowledge-intensive industries and products with high added value, in that those in small industrial zones and industrial parks, with an increase in the volume of their production and export;

increasing the attractiveness of the capital as a tourist center of the region, increasing the flow of domestic and foreign tourists, creating a network of hotels of various formats, as well as developing medical tourism;

opening branches of leading international higher education institutions, the implementation of the construction, reconstruction and technical re-equipment of institutions of health, as well as by using of mechanisms of state-private partnership;

attraction of multinational companies, large international financial corporations, development of the capital as a regional financial center;

attracting private investment in the construction of modern office premises and housing complexes with the provision of their appropriate infrastructure, further development of construction in certain areas of the capital with the introduction of smart city and green city systems;

development of engineering and utilities infrastructure, improving the quality and availability of public utility services, the introduction of energy efficient technologies and the acceleration of the connection to the engineering and communication networks established enterprises with foreign investments.

2. To approve:

forecast parameters of attracting investment, as well as foreign investment, in the districts of Tashkent city in 2019-2020 years in accordance with the Appendix № 1;

list of ongoing projects in Tashkent city with the participation of foreign investment in accordance with the Appendix №. 2;

priority spheres of development districts of Tashkent city for attracting investments, including direct foreign investments in accordance with the Appendix № 3.

3. Khokimiyat of Tashkent city jointly with the State Committee of the Republic of Uzbekistan on investment, the National Bank for Foreign Economic Activities of the Republic of Uzbekistan, JSCCB “Asaka” and JSCCB “Uzindustrнbuildbank” from 1 February 2019 the year to form Support centers of investors under khokimiyats of districts of Tashkent city (hereinafter - centers) to support of foreign investors during the implementation of investment projects, as well as on the basis of public-private partnership.

4. State Committee of the Republic of Uzbekistan on investment, together with the Khokimiyat of Tashkent city, the Ministry of Finance of the Republic of Uzbekistan, the National Bank for Foreign Economic Activities of the Republic of Uzbekistan, JSCCB “Asaka” and JSCCB “Uzindustrybuildbank” in a two-week period to bring in the Cabinet of Ministers the draft of the government solutions, providing the organization activity centers.

5. To identify the following main objectives of the centers:

assistance to investors in obtaining detailed information about the potential of the districts, specific investment proposals prepared by the khokimiyats of the districts, available benefits and preferences;

providing investors with information on available vacant objects of state property and unused land plots, as well as on the procedure for their provision;

advising investors during the preparation and implementation of investment projects in that including the provision of consulting services (development of technical and economic feasibility studies of projects and other documents);

the organization of events and meetings on the investment opportunities of the regions with representatives of state bodies and organizations, as well as commercial banks;

search for potential local partners for the implementation of the joint with foreign investors projects, in fact including on the basis of empty, unused facilities and land plots;

providing assist investors in connection to the engineering and communication networks, obtaining permits documents, in that those in the carrying out of construction works;

providing support for projects and prompt resolution of emerging issues during their implementation, as well as facilitating the effective operation of newly created enterprises with foreign investment;

participate in the preparation of materials, videos, investment proposals, presentations on international investment and business forums held for abroad.

6. To entrust to the khokims of Tashkent city and its districts of personal responsibility for:

unconditional fulfillment of forecast parameters for attracting foreign investment in 2019-2020 according to Appendix No. 1;

effective functioning of the centers and providing them with the necessary information.

7. To approve the proposal of the Khokimiyat Tashkent city, the State Committee of the Republic of Uzbekistan on investments, the Ministry of Economy, the Ministry of Foreign Affairs of the Republic of Uzbekistan and the Chamber of Commerce and Industry of the Republic of Uzbekistan on holding international investment and business forums, exhibitions organized in Tashkent in 2019, according to Appendix No. 4.

8. The Khokimiyat of Tashkent city and the State Committee of the Republic of Uzbekistan on investments:

a) together with the State Committee of the Republic of Uzbekistan on Land Resources, Geodesy, Cartography and the State Cadastre, the Ministry of Construction of the Republic of Uzbekistan, the General Prosecutor's Office and the Chamber of Commerce and Industry of the Republic of Uzbekistan, within a month, to submit to the Cabinet of Ministers of the Republic of Uzbekistan a draft government decision providing for:

the procedure for the organization and carrying out of the “day of the investor” at the Khokimiyat of Tashkent city, as well as the procedure for the implementation of the monitoring and control of projects implemented with the participation of the investors in that including foreign investments;

ensuring full transparency of procedures for the provision of land plots for the implementation of investment activities in a simplified manner on the basis of decisions khokim of Tashkent city, according to the results of direct negotiations with investors, by the conclusion of investment agreements;

b) together with the Ministry of Foreign Affairs of the Republic of Uzbekistan, the Chamber of Commerce and Industry of the Republic of Uzbekistan and other interested ministries and departments specified in Appendix No. 4 to this resolution, to ensure a high level of international investment and business forums organized in Tashkent city.

9. Allow Khokimiyat of Tashkent city the use of the funds of local budgets, formed by over-fulfillment of forecast earnings, on the implementation of measures on attraction of foreign investments, carrying out investment and business forums, a wide coverage of the investment potential of Tashkent city and its districts participate in investment activities for abroad, conducting negotiations, but also other costs associated with the attraction of foreign investment.

10. The Khokimiyat of Tashkent city together with the State Committee of the Republic of Uzbekistan for Investments, the Ministry of Foreign Affairs of the Republic of Uzbekistan, the Chamber of Commerce and Industry of the Republic of Uzbekistan, the National Television and Radio Company of Uzbekistan, and other interested ministries and departments, to provide:

in the period prior to 1 on April 2019 the year - training videos and promotional videos on the English and Russian languages about the investment attractiveness of Tashkent, conditions and opportunities created for foreign investors, major investment projects;

broad coverage of prepared video materials and advertising clips by their placement on the official site in the Internet and means of mass information, conduct presentations in offices of the republic in foreign countries, major foreign companies and representative offices, as well as their delivery to the diplomatic representations of foreign countries in the Republic of Uzbekistan.

11. The control over the implementation of this resolution is assigned to the Deputy Prime Minister - Chairman of the State Committee of the Republic of Uzbekistan on investments S.R. Kholmuradov and the khokim of Tashkent city Zh.A.Artikhodzhaev.
