Resolution of the President of the Republic of Uzbekistan

The Republic of Uzbekistan in the field of international tourism in some regions, particularly in the region and in the formation of the image of the tourism potential of the town a unique place in the world. In Samarkand region, a total of 69 tourism operators and 107 placement items are operating.

In 2001, the medieval architecture of Samarkand and unique architectural forms, as well as cultural heritage objects, artifacts that not lose their scientific, historical essence have been included in the UNESCO World Heritage list.

Today, in order to develop of the tourist potential of the Samarkand region, to increase efficiency in the use of the unique cultural heritage of tourists for a broad favorable conditions, to create a modern tourism infrastructure, to ensure the consistent development of tourism in this area and build “Samarkand city” tourism zone appropriate measures are operating.

In addition, 76.2 thousand foreign citizens visited in 2016 to Samarkand region, it was 179.5 thousand in 2017, and only 7.0 percent of the republic.

Samarkand region and the existing tourism potential of the town is not fully being used, in particular, the existing capacity of placement items, the type and quality of services provided in them, roads leading to tourism sites, the number of entertainment facilities and services provided by them, professional skill of guides and not at the level of demand.

In the scale of ensuarance of execution of decrees and resolutions of the President of the Republic of Uzbekistan in this area for solving these issues on the basis of a comprehensive approach and creating the tourism infrastructure that has more favorable conditions for foreign tourists in the future additional measures are demanding.

In this regard, in order to increase the flow of foreign and domestic tourists to Samarkand region, to increase and ensure the diversity and quality of services provided to them, to perform additional measures to create of new tourism infrastructure:

1. To take a attention the adoption of resolution if the Cabinet of Ministers of the Republic of Uzbekistan from 30 June, 2017, № 450 “On measures of radip development of tourism potencial of Samarkand region in the years 2017 - 2019” and the work carried out within the framework of the resolution.

2. To approve:

Event program on the additional development of tourism in the Samarkand region, an increase in the flow of local and foreign tourists, the additional creation of new infrastructure for 2018-2019 (hereinafter referred to as the Program) in accordance with Appendix No. 1;

Forecast parameters to increase the number of attracted tourists coming from foreign countries to the Samarkand region in 2018-2019 in relation to 2017: in 2018 - 1.9 times and in 2019 - 2.8 times, in accordance with Appendix No. 2;

Forecast parameters to increase the number of local tourists attracted in order to develop domestic tourism from the regions of the republic to the Samarkand region in 2018-2019 relative to 2017: in 2018 — 1.7 times and in 2019 — 2.3 times, in accordance with Appendix No. 3.

3. To determine that the relevant measures included in the program in Appendix No. 1 are financed within the means provided by the local budget parameters and the means of executors.

4. The State Committee for the development of tourism (Abdukhakimov) and Khokimiyat of Samarkand Region (Juraev):

To monitor and coordinate the implementation of measures included in the Program within the deadlines set by state and economic administration, local executive authorities and other organizations;

Ministry of Foreign Affairs of the Republic of Uzbekistan (Kamilov), Ministry of Public Education (Inoyatov), Ministry of Higher and Secondary Special Education (Madjidov), Committee on Religious Affairs, Women's Committee of Uzbekistan (Narbaeva), Council of Federation of Trade Unions of Uzbekistan (Rafikov), together with the Youth Union of Uzbekistan (Kuranboev), Charity Fund “Mahalla” (Javlonov), Nuroniy Fund (Jalilov) and other ministries, agencies and organizations to take effective measures in order to achieve the indicators specified in Appendixes 2-3 of the present Resolution.

5. The Working Group (Kholmuradov) on the ensure the implementation of the peasures plan on accelerated development of tourism potential of Samarkand region and Samarkand city for 2017 — 2019, approved by the Cabinet of Ministers of the Republic of Uzbekistan No. 450 dated 30 May 2017, for every quarter to hear going out in place the report of the heads of government agencies responsible for the implementation of the priorities and measures set by the above mentioned resolution and the resolution of the Cabinet of Ministers of 30 June 2017 № 450 and to determine the causes of the violations and to take measures to eliminate them.
