Article 103.

The khokim of region, district, city and town shall exercise his powers in accordance with the principle of one-man management and shall bear personal responsibility for decisions and actions of bodies directed by him.

The khokim of region, district, city and town shall present to the relevant Kenghash of peopleʼs deputies the reports on major and actual matters of the socio-economic development of the region, district, city. Based on it, the Kenghashes of peopleʼs deputies shall take relevant decisions.

The organization of the work and powers of khokims and local Kenghashes of peopleʼs deputies, as well as the procedure for the elections to the local Kenghashes of peopleʼs deputies shall be regulated by law.
