Article 82. Failure by an administrative body to fulfill its obligations under an administrative act

If an administrative body fails to duly perform its obligations under an administrative act adopted by it within the period of performance established by the administrative act, or if such period is not set within ten days from the date of adoption of the administrative act, the person concerned has the right to appeal against such non-performance in accordance with the procedure established for appealing against an administrative act.
