Article 29. Budget authorities of Ministry of finance of the Republic of Uzbekistan

Ministry of finance of the Republic of Uzbekistan:

approves the list of territorial administrators of budgetary funds of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, budgets of districts and cities;

develops a draft law on State budget and a budget message;

reviews draft budgets of state trust funds, as well as revenues and expenditures of the Fund for Reconstruction and Development of the Republic of Uzbekistan;

submits for consideration by the Cabinet of Ministers of the Republic of Uzbekistan a draft law on State budget and a budget message;

informs, on a quarterly basis, the State Tax Committee and the State Customs Committee of the Republic of Uzbekistan on State budget revenues forecast;

provides to first and second level spending units methodological instructions on the allocation of budgetary appropriations provided to them, as well as on preparation of estimates of expenditures for the following year;

develops and approves a collection of unified methodological manuals (circular) on the process of preparing a medium-term budget in two stages (drafting and preparation), as well as the procedure for updating and revising the maximum amounts of budget allocations allocated during the formation of the State budget;

based on the proposals of the first-level budget managers, within a month from the date of adoption of the Law on the State Budget, submits for approval to the Cabinet of Ministers of the Republic of Uzbekistan the maximum amounts of budget allocations for second-level budget managers within the approved allocations allocated from the republican budget of the Republic of Uzbekistan for first-level budget managers;

based on the proposals of the first-level budget managers, submits proposals for amendments to the approved budget allocations for second-level budget managers for approval to the Cabinet of Ministers of the Republic of Uzbekistan;

approves the list of territorial administrators of budgetary funds of the budget of the Republic of Karakalpakstan, local budgets of regions and the city of Tashkent, budgets of districts and cities;

sends recommendations on the preparation of draft local budgets to the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats and the city of Tashkent;
