Everyone shall have the right, both individually and collectively, to submit applications, proposals, and to lodge complaints with competent state bodies and organizations, citizensʼ self-governing bodies, officials and public representatives.
Such applications, proposals and complaints shall be considered in accordance with the procedure and within the time-limit specified by law.
